The aero equipment is compared to the weight advantages of non-aero (aero equipment tends to be heavier). The times relate to a top athlete at the level of Nibali's 2014 Tour de France win i.e. 64Kg and approx. 6W/Kg.
Also consider that sometimes the aero helmet advantage is sacrificed in favor of better ventilation as overheating is a lot bigger penalty then a slightly higher aero coefficient.
Lastly consider that the data relates to a rider pulling in front of the peloton or by himself.
